GORDON/BARRIE ISLAND—Amongst all the positive comments made about the work done over the years by Dan Osborne, retiring Chief Building Official (CBO) for five Western Manitoulin and Cockburn Island municipalities, the most poignant came from a local contractor.
Rob Dearing of Rob Dearing and Sons Contracting said that over 20 years ago, when he became a contractor, “As a young guy just getting started in the (contracting) business, Dan was always helpful. He wouldn’t allow you to bend the rules, but he would go above and beyond to make sure you knew all the rules and what was needed to get permits for projects. Dan helped me on my career course.”
Dan Osborne had announced earlier this year his retirement as CBO for the Municipality of Gordon/Barrie Island, Burpee and Mills Township, Cockburn Island township, Billings Township and the Town of Gore Bay, after 23 years.
“I would like to thank everyone for coming out here tonight to celebrate the retirement of Dan Osborne, Barrie Island CAO/clerk Carrie Lewis told the many people in attendance at the Gordon Hall on April 30. “Dan become the (CBO) shortly after I started working for the township. We’ve both seen many changes over the years, and he has probably dealt with some difficult people over the years, that don’t understand the environment, building requirements, along with the many who follow the requirements. And, we have seen a new zoning plan put in place since he took over, and several new zoning bylaws to make the development requirements similar in all five municipalities.”
“I’m sure it has been a bit of a jumping game for him, but Dan has done his job very well over the years,” said Ms. Lewis.
“I’m sure being the CBO for 23 years proven to be a long go for Dan,” said Lee Hayden, reeve of Gordon/Barrie Island. “With every ending there is a bright side, and in Dan’s case and in everyone’s case we all look forward to being able to retire.”
Reeve Hayden noted when Mr. Osborne first came to work as CBO it was with the former Gordon-Allen West township, and he took over the position from Hans Dittmar in September 2003.
“Dan has no doubt seen many changes over the years and has gone from being the CBO from our municipality to five municipalities,” said Reeve Hayden. “He has provided great community service for 20 plus years. He has gained a lot of experience, and the CBO position takes patience and stamina. Dan has done an excellent job over the years.”
Bryan Barker, Mayor of Billings township told the gathering, “I met Dan about 12 years ago. He scolded me the first time I met him for not having a proper work permit,” he quipped. “But I consider him a friend at this point,” said Mayor Barker, who pointed out as CBO Mr. Osborne has carried out well over 400 building inspections in Billings. “He has obviously been a busy man. Retirement allows you to do other things, although I know you have your business (Island General Merchandise) and being a town councillor. On behalf of Billings council and the township we wish you all the best on your retirement and the many contributions you have made.”
Gore Bay councillor Kelly Chaytor, on behalf of the town of Gore Bay said, “For 23 years you have made sure buildings and permits for development have been in order. And, during this time you have kept things safe and people honest. You have put in a lot of time and effort over the years, Dan, including approving the building permit for the new nursing home in town. On behalf of council and Mayor (Ron Lane) congratulations and enjoy your retirement.”
“Wasn’t it just two or three years ago that you started as CBO?” quipped Ken Noland, reeve of Burpee and Mills Township. “I have to say Dan is very well respected. I have never heard anyone say a bad thing about Dan, because he has used common sense and worked with everyone.”
“I’m sure over all those years no one from Burpee and Mills caused any problems for you,” quipped Reeve Noland. “On behalf of the township and council thank you for all the work that you have done over the years.”
Mr. Osborne said, “I see a lot of the same faces around this room that I did when I started. It’s been a good run, but it’s time to leave. Things have changed a lot over the years. I am going to enjoy this next chapter in my life. Thank you for the opportunity to serve your municipalities.”
Ms. Lewis then read a poem she wrote for the occasion,
‘Ode to Dan.’
“It’s hard to say goodbye to employees so true,
To all the moments shared with you.
Your kindness and support have made days bright,
In every challenge, you’ve been a light.
As we go forth on different trails,
May success and joy fill your sails.
Thank you for the laughter, the strength, and the cheer,
You’ve made this journey so very dear.’
Retirement as the CBO isn’t goodbye or the end;
It’s see you soon, our dear colleague and friend.”
